Following is a list of freeware that provides information and tools for estimating the cost of engineering design, operation, and maintenance projects. Before you access any software or apps, please read our disclaimer and permissions page if you haven't already done so.

ABEL Model
By US Environmental Protection Agency, Office of Enforcement and Compliance Assurance. The ABEL Model evaluates a corporation's or partnership's claim that it cannot afford compliance costs, clean-up costs, or civil penalties.

Air Compliance Advisor (ACA)
By US Environmental Protection Agency, Office of Air Quality Planning and Standards (OAQPS). Addresses air pollution compliance management issues. The ACA can estimate the cost and applicability of control devices and estimate the cost of ancillary control equipment, estimate emission rates, and provide guidance with the applicability of federal regulations.

AMDTreat
By Pennsylvania DEP, West Virginia DEP, and US Office of Surface Mining Reclamation and Enforcement (OSM). Estimates abatement costs for pollutional mine drainage, commonly referred to as Acid Mine Drainage (AMD). AMDTreat can assist a user in estimating costs to abate water pollution using a variety of passive and chemical treatment types; including, vertical flow ponds, anoxic limestone drains, anaerobic wetlands, aerobic wetlands, manganese removal beds, oxic limestone channels, caustic soda, hydrated lime, pebble quicklime, ammonia and soda ash treatment systems. The AMD abatement cost model considers over 400 variables in estimating costs for treatment facility construction, excavation, revegetation, piping, road construction, land acquisition, system maintenance, labor, water sampling, design, surveying, pumping, sludge removal, chemical consumption, clearing and grubbing, mechanical aeration, and ditching.

BEN Model
By US Environmental Protection Agency, Office of Enforcement and Compliance Assurance. The BEN Model calculates a violator's economic savings from delaying and/or avoiding pollution control expenditures.

EcoCalculator
By Athena Sustainable Materials Institute. The EcoCalculator offers architects, engineers and others access to instant Life Cycle Assessment (LCA) results for hundreds of common building assemblies. Available in two versions: EcoCalculator for Commercial Assemblies and EcoCalculator for Residential Assemblies.

Electronics Environmental Benefits Calculator (EEBC)
By Center for Clean Products at The University of Tennessee. The Electronics Environmental Benefits Calculator (EEBC) is intended to assist institutional purchasers, including Federal Electronic Challenge (FEC) program participants, in quantifying the benefits of environmentally sound management of electronic equipment. The Calculator estimates the environmental and economic benefits of purchasing EPEAT-registered products, in addition to improvements in equipment operation and end-of-life management practices. Currently this tool is designed to evaluate EPEAT-registered desktop (with a CRT or LCD) and notebook computers.

INDIPAY Model
By US Environmental Protection Agency, Office of Enforcement and Compliance Assurance. The INDIPAY Model evaluates an individual taxpayer's claim that it cannot afford compliance costs, clean-up costs, or civil penalties.

MUNIPAY Model
By US Environmental Protection Agency, Office of Enforcement and Compliance Assurance. The MUNIPAY Model evaluates a municipality's, town's, sewer authority's, or drinking water authority's claim that it cannot afford compliance costs, clean-up costs, or civil penalties.

PROJECT Model
By US Environmental Protection Agency, Office of Enforcement and Compliance Assurance. The PROJECT Model calculates the real cost to a defendant of a proposed supplemental environmental project.
